Chinese Bear Fishing?

Somebody sent me this picture in an e-mail, but they weren’t sure where it came from. It looks like a zoo, possibly in Asia, where visitors are allowed to feed bears with little fishing poles. Does anyone know the story behind this picture?

I saw a documentary about Moon bears being kept in Bear farms in China. They had a cathode sticking out of their bellies and their bile was collected regularly. Pretty cruel if you count the small cages they were kept in for 15 - 20 years. There is an association that saves these abused bears and keeps them in rehabilitation centers for the rest of their lives since they cannot be released into the wild. You can probably google Bear Farms and you’ll find something about it or search on the animal planet website for the documentary.
